Implementation of a new degree program
There are various reasons why a new degree program is created. For instance, strategic considerations to attract new students, new professional or societal requirements, or a didactic overhaul of an existing program can lead to the creation of a new program. Often, new ideas emerge during program conferences, structural and developmental discussions within the faculty, or through exchange with external experts.
As soon as an idea for a new degree program has matured, a structured process begins within the framework of the Quality Management System (QMS). The goal of this process is to develop a study offer that promotes the competence development of students in a targeted manner from the first semester onwards.
Structured curriculum development
To achieve this, great importance is attached to the attractiveness and profile of the new program already in the decision-making phase. After the faculty and the rectorate have approved a new program, the phase of structured curriculum development begins. In this phase, future instructors and staff members of the new program, as well as students and potential employers, contribute their perspectives to the development of learning objectives, modules, and examination formats. Additionally, aspects such as resource planning and provision are considered.
Based on this concept, the program documents are created and reviewed. External experts are involved in the process through a quality assurance discussion to assess compliance with the Higher Education Act (StudAkVO), providing the foundation for the final accreditation.
Accreditation as a prerequisite
A successful accreditation procedure is a necessary prerequisite for the launch of a new program. The University of Münster aims to receive internal accreditation permission by 2027 as part of the ongoing system accreditation procedure. Until then, new programs must undergo quality testing within the framework of program accreditation procedures. A brief description of the current approach (program accreditation) can be found on the intranet. The newly developed procedure within the QMS will take effect from approximatly 2026 (link to QM portal).
