Implementation of new degree programmes

There are various reasons why new degree programmes are created. These can include strategic considerations to attract new students, new professional or societal requirements or a didactic overhaul of an existing programme. Often, new ideas emerge during degree programme conferences, structural and developmental discussions within the faculty or through exchange with external experts.

As soon as an idea for a new degree programme becomes solidifies, a structured process begins within the framework of the quality management system (QMS). The goal is to develop a course of study that promotes competence development in a targeted manner from the first semester onwards.

Structured curricular development

To this end, the University strongly focuses on the attractiveness and profile of the new programme in the decision-making phase. After the faculty and Rectorate have approved the new programme, the phase of structured curricular development begins. In this phase, future instructors and staff members of the new programme, as well as students and potential employers, contribute their perspectives on the development of learning objectives, modules and examination formats. Other aspects, such as planning and providing the requisite resources, are also considered.

Based on this concept, the stakeholders create and review the programme documents. External experts are involved in the process through a quality assurance discussion to assess compliance with the Higher Education Act (StudAkVO), providing the basis for final accreditation.

Accreditation as a prerequisite

A successful accreditation procedure is a necessary prerequisite for launching a new degree programme. The University of Münster aims to receive internal accreditation permission by 2027 as part of the ongoing system accreditation procedure. Until then, new programmes must undergo quality testing within the framework of programme accreditation procedures. A brief description of the current approach (programme accreditation) can be found on the intranet. The newly developed procedure within the QMS will take effect sometime in 2026 (for details, visit the QM portal).

If you are considering proposing a new degree programme that could enrich the profile of the University of Münster, please contact the QM officer in your faculty.
