    Social Investment in Discourse

    Social Investment (SI) is often referred to as a new concept to solve the 21st century challenges of the welfare state. However, the idea behind the term can be traced to the Swedish welfare state of the 30s, and the German welfare state of the 60s/70s. In addition to the diffuse historical origin, the ideological provenience is not clear, too. Whereas most critics interpret SI as neoliberal or subordinate to neoliberalism, their proponents see it as the only way to implement social democratic values in a neoliberal paradigm. Finally, the attempts to frame the SI concept theoretically have to date been superficial and do not refer to a certain theoretical or philosophical tradition.

    The definition of the concept seems to be contested by different actors from politics and society, who try to enforce their interests or to prevent interests to become more powerful. The intention of the dissertation is to explore the negotiation between actors, narratives and discourses around the term SI. It asks when, why, how and for who the issue of SI becomes relevant and how this relevance is connected to dominant discourses. Especially the interdependence of subjective decisions, discoursive formations and discourse settings will be described and explained concerning the construction of hegemony.
