ACHTUNG! Das Seminar beginnt am 23.04.2026! “Local governance” reflects the dual function of local government. On the one hand, democratic regimes gain acceptance by their responsiveness and by acting in accordance with the preferences of their citizens. On the other hand, legitimacy can be achieved by effectively delivering public services and promoting the common welfare, which is by increasing the output-legitimacy of the local and the national system. In this course developments and reforms in “developed” countries as well as in “developing” countries will be compared. In a global perspective bad practices and best practices will be identified. The focus is on decentralization, administrative reforms and political participation at the local level. Besides comparative data the seminar focuses on case studies in Europe (France, Sweden, England, Germany, Polonia, Russia), in Latin America (Chile, Bolivia, Paraguay, Brazil), in Africa (Nigeria, Uganda, South Africa), in Asia (China, Japan, South Korea, India, Malaysia and Indonesia) and in Northern America/Oceania (USA, Australia, Canada). The seminar consists different blocks for the preparation and a workshop with a final Poster presentation.
