Abstract
This study compares the introduction and the impact of a subsidy programme for energy-efficient cooling appliances in Austria with similar approaches in Denmark and the Nether-lands. In 2009, the sale of over 32.000 highly efficient cooling appliances has been pro-moted leading to a rise in market share of 26 % in the sales period compared to 8 % before. These figures are comparable to the first of three similar programmes in Denmark. Differences in the subsidy programmes and their design are due to the national political context, different interest groups, programme aims and control mechanisms. Nevertheless, some success factors could be identified for the introduction and effects of such programmes. A highly independent programme authority or organisation, which has enough funds granted for their work, is one of them. Although the aims of the subsidy programme in Austria were more economically motivated compared to Denmark and the Netherlands with their strong environmental commitments, the impact was similar. The Austrian case was in terms of ecological impact even more successful due to the obligation to hand in an old cooling appliance to get the subsidy.
