The University Council can be compared to a supervisory board in a company. It elects the Rectorate, formally approves its decisions and actions, receives the annual report and decides on the university development plan. The members of the University Council advise the Rectorate and supervise its management.
The Münster University Council has eight members, of whom three come from within the university and five from outside. The chair has to be elected from among these eight members with a three-quarters majority. After a selection board has submitted a proposal, the Ministry of Education and Science appoints the University Council for five years. The Senate has to approve the members.

- Prof. Hans-Uwe Erichsen (Deputy Chair) Professor Emeritus at the Faculty of Law at Münster University, former Rector of Münster University, former President of the German and European University Rectors Conferences.
- Dr. Johannes Georg Bednorz IBM Research Laboratory Zurich, Nobel Prizewinner for Physics
- Prof. Gerhard Erker Professor at the Department of Chemistry and Pharmacy at Münster University
- Jürgen Kaube Higher Education correspondent for the Frankfurter Allgemeine newspaper
- Dr. Thomas Middelhoff Partner in the financial investor Berger Lahnstein Middelhoff & Partner (BLM Partners)
- Prof. Wulff Plinke Founding Dean of the European School of Management and Technology in Berlin, Professor of Business Administration at the Humboldt University in Berlin.
- Prof. Barbara Stollberg-Rilinger Professor of History at Münster University, Leibniz Prizewinner
