Kommentar

This Seminar invites particularly English speaking students to compare models of citizen participation in Muenster with those in other cities and countries. We will study documents about citizen participation from different cities, particularly with reference to Agenda 21. Muenster can showcase a process for a local Agenda which was considered exemplary in the German context. We will study the fifteen "Theses for a sustainable Muenster" ("Thesen für ein zukunftsfähiges Münster") from the 90s in German and compare these to similar documents from other cities, but also with literature on the more recent "Transition Town" movement which originated in Great Britain. These Theses were commented on by citizen activists as well as members of the administration, political parties, and the business community in "Über unsere Verhältnisse", demonstrating diverging views on sustainability in different sections of Muenster's society. The space we will devote to this local example for wider trends will depend on students' ability to read German texts and discuss them in English. The bilingual capacities of students (with translation assistance by the lecturer) will also determine to what extent members of Muenster's citizenry who were active in the Agenda process or in present attempts to institutionalize participatory budgeting in Muenster can be invited to the seminar or interviewed by students outside in the context of their organizations. Models of participatory budgeting will form the second focus of citizen participation in the seminar, starting with the famous example of Porto Alegre in Brazil and taking into account the transformations the Brazilian models has undergone in different countries. We hope that the inclusion of active citizens of Muenster into the seminar discussions will enhance participants' inquiry into one of the central questions of sociology: To what extent can individual or collective action shape social structures?
